What changed for game devs

The plan cards now stop at Pro ($100 a month, or $75 a month billed annually), which is the top individual plan shown. Max, listed for teams with large-scale production needs at $999 a month or $8,988 a year, is gone from the visible plans. Free ($0) and Plus ($15 a month, $11 billed annually) are unchanged.

The page's embedded structured data (schema.org offers) still includes "Monthly Max" at $999 and "Yearly Max" at $8988, so we say Max is no longer listed on the plan page, not that it was discontinued.

The license rules don't depend on which paid plan you pick: per our Fish Audio page, Fish Audio's Terms license paid plans for commercial use, and API access no longer requires a subscription; the API is billed separately with pay-as-you-go credit.
